Managing Growth in Shared Mobility

As shared bikes and e-scooters gained popularity across Canadian cities, the city of Mississauga needed a way to manage its own growing micromobility ecosystem. With a fleet of approximately 1,000 vehicles operated by Bird and Lime, the City was looking for a smart, scalable solution to help oversee operations, ensure safety, and guide policy decisions.

Customer Challenge

Mississauga is a rapidly growing city and the third-largest municipality in Ontario, Canada. With its diverse urban landscape, Mississauga continues to thrive as a vibrant and dynamic community.

The launch of the Shared Micro-mobility Program introduces a new transportation option for residents and visitors. This program aims to:

  • Improve first-mile and last-mile connections to transit.
  • Enhance mobility in areas underserved by public transit, and provide convenient access to local businesses and amenities. 

Additionally, the program aligns with the City’s broader goals of fostering sustainable and accessible transportation options.

Given Mississauga’s varied urban environments, it is essential to establish and enforce area-specific regulations while also assessing the demand for micro-mobility services. Tailoring these measures to different parts of the city will ensure the program’s success and promote safe, effective integration into Mississauga's transportation network.

Prior to launching the program, the City of Mississauga established eight strategic pillars as part of its Monitoring and Evaluation Framework. These pillars are designed to ensure the program is accessible, sustainable, equitable, and safe. They also aim to foster a sense of community, support local economic growth, inform policy and infrastructure planning, and deliver a service that residents find enjoyable and easy to use. By focusing on these priorities, the City is committed to ensuring the program meets the diverse needs of its residents.

A Smarter Way to Manage Shared Mobility

To support the program’s rollout and long-term success, the City partnered with Vianova to implement its Mobility Manager platform. The goal: to streamline operations, monitor compliance, and turn micromobility data into actionable insights.

Real-Time Fleet Monitoring

Using MDS (Mobility Data Specification) feeds from Bird and Lime, City staff now have live visibility into fleet size, usage trends such as parts of the city with the most trips, and vehicle availability across different neighborhoods.

Geo-fenced Policy Enforcement

Area-specific rules—such as fleet caps, geofencing, and speed limits—are continuously monitored. Policies to regulate the speed have been implemented across 62 areas in the city, limiting the speed to 15 kph. Vianova automatically flags violations and sends alerts to operators, helping ensure local regulations are respected.

By visualizing trip data and heatmaps, Mississauga can identify high-demand areas, optimize service distribution, and better understand how shared mobility fits within the broader transportation ecosystem.

Customer Perspective

"Vianova’s Mobility Manager has played a vital role in supporting the management of the Shared Micro-mobility Program. It has enabled city staff to monitor service provider performance effectively and gain insights into user demand and usage patterns.

During the program’s first year, the Mobility Manager proved particularly valuable by allowing staff to quickly identify and address issues when complaints were received. It also facilitated efficient monitoring of overall deployment status, ensuring that devices were placed appropriately and that service levels met community needs.

This data-driven approach has improved mobility management and helped enhance the program’s effectiveness. Moving into the 2025 season, the City looks forward to utilizing the regulations functions to further enhance user compliance and program efficiency."

Key Results from Year One

  • 62 speed-regulated zones enforced citywide, capping e-scooter speeds at 15 kph in sensitive areas
  • City-wide fleet cap managed automatically, ensuring operators do not exceed allowable vehicle limits
  • Automatic violation alerts sent directly to operators, reducing manual enforcement time
  • Improved response time to public complaints and safety concerns
  • Data-informed planning of future infrastructure improvements, including suggestions for expanding micromobility access in lower-density neighborhoods

Mississauga continues to expand its micromobility program with a strong focus on equity, safety, and sustainability. Together with Vianova, the City is building a framework for ongoing monitoring, policy refinement, and seamless integration of shared mobility into its transportation system.
